1. RULES

1.1.        FIDE Laws of Chess and TCF Chess Tournaments Procedures are valid for the festival tournaments.

2.  CATEGORIES-REGISTRATION-APPLICATION

2.1.     Open to all Turkish players who have TCF License with valid visa for 2013-2014 season.

2.2.     Open for foreign players who has FIDE ID they may show a valid passport. Foreign players can not register if they have not FIDE ID.

2.3.     Tournaments will be held according to below categories, systems, dates and time control.

2.4.     Registration must be done through online registration form which can be found on the official tournament website, www.istfest2013.tsf.org.tr until ^11th October 2013 at 17:00. There is not any other way for the registration.

2.5.     Registration for the Blitz tournament will close on 17^th October 2013 at 21:00

2.6.     Registered players can pay their registration fee upon tournament place during the registration control.

2.7.     GM titled players do not pay registration fee.

1. 3.STATUE

3.1.     All results will be sent to FIDE for ELO and title aim if the tournaments measure up.

4.  PAIRINGS

4.1.     International İstanbul Chess Festival Category A and B will be played 9 rounds Swiss System(first 7 rounds will be accelerated).

4.2.     If the number of registered players less than hundred(100) in any category, than 9 rounds Swisss System will be used.

4.3.     Tournament will be maneged with Swiss Manager Unicode version.

5.  TIE-BREAKS

5.1.   Respectively Buchholz–1 and Buchholz–2, Sonneborn-Berger, Number of wins.

 6.  APPEAL

6.1.   Appeals committee will be declared in Technical Meeting. Protest against decisions of the Chief Arbiter or his assistants must be submitted in writen form to the Chairman of the appeals committee within 15 minute after completion of the playing session. The protest must be accompanied with the sum of 75 TL as a deposit from the signatory. If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to TCF.

7. PRIZES:

7.1.   The total 21.000 TL will be distributed as prize fund by Turkish Chess Education and Development Foundation (TÜRSEV).  

7.2.   For the cups and medals to top three, final rank(tie-break) will be taken under calculation.

7.3.   Money prizes for the top eight(8) final ranks will be shared.

7.4.   Category prizes will not be shared. If the player deserve more than one prize, than he/she gets both prizes.

8.  SPECIAL SUBJECTS

8.1.   FIDE Laws of Chess article 6.6.b is valid, the default time is 30 minutes.

8.2.   FIDE Laws of Chess article 9.1.b is valid.

8.4.   Tournament Schedule, Pairings&Results and various changings will be declared on the notice board and tournament website.

8.5.   The Chief Arbiter has a right to chance pairing system and number of rounds. In that case all changing will be declared in the Technical Meeting.

8.6.   This regulations was read and accepted from all participants.
